After a flight of roughly five hours, President Tsai Ing-wen and her delegation arrived at Silvio Pettirossi International Airport in the Paraguayan capital of Asuncion on June 27 at 9:00 p.m. local time (9:00 a.m. on June 28 Taipei time).

After President Tsai's chartered aircraft came to a halt on the tarmac, ROC Ambassador to Paraguay Alexander Tah-Ray Yui (俞大㵢), ROC Ministry of Foreign Affairs Department of Protocol Director-General Andrew Y.P. Chang (張雲屏), and Paraguayan Director General of Protocol Genaro Pappalardo boarded the plane to welcome the president. After that, accompanied by Taiwan's National Security Council Secretary-General Joseph Wu (吳釗燮) and Minister of Foreign Affairs David T. Lee (李大維), President Tsai walked to a red-carpeted area, where she was greeted in front of a waiting limousine by Paraguayan Minister of Foreign Affairs Eladio Loizaga.

The Paraguayan hosts then greeted President Tsai's delegation with full military honors, which started off with an honor guard rendition of the national anthems of Paraguay and the Republic of China (Taiwan). After the playing of the anthems, President Tsai reviewed the honor guard and walked toward a group of ROC embassy personnel, their family members, and representatives of the Taiwan expatriate community who had come to greet her with an enthusiastic waving of national flags. The president shook hands with people in the welcoming party before getting into her limousine, and proceeded to her hotel.
