President Lee Meets with Paraguayan Supreme Court Chief Justice Sosa

President Lee Teng-hui this morning told Mr. Enrique Antonio Sosa Elizeche, Paraguayan Supreme Court chief justice, that leaders of a nation should have the ability of making self-adjustment, which is the master key to the nation's development.

President Lee said that a government, while facing the changing environment, should realize the people's needs and grasp the society's pulse. "It is very important for a government to adjust itself quickly to meet different challenges and resolve various problems," he added.

Noting that both the Republic of Paraguay and the Republic of China have transformed from authoritarian into democratic government, President Lee pointed out that any government or any ruling party that fails to adjust themselves to meet the demands of the time and their people would risk being weeded out.

President Lee also told the visitors that the main reason why the ROC has developed very successfully over the past 40 years is that the ROC government has continually adopted various strategies to meet the needs of different phase of national development. "We are willing to share our successful development experiences with Paraguay and we look forward to even closer bilateral cooperation between both countries," President Lee said.

Fully agreeing to President Lee's political philosophy, Mr. Sosa said that since Paraguay removed a totalitarian regime in 1989, it has devoted itself to carrying out democratization, and that building a new judiciary system is one of the most important achievements accomplished by the new government.

Mr. Sosa also said that although this was his first visit to the ROC, he was already impressed by the hard-working people and the open, free and democratic atmosphere of this country. He reiterated that Paraguay and the ROC should continue to strengthen bilateral exchanges and cooperations for mutual benefit.

Accompanied by ROC Vice Foreign Minister C. J. Chen and Paraguayan Ambassador Ceferino Adrian Valdez Peralta, Mr. & Mrs. Sosa and their delegation came to the Office of the President for the meeting. Also present was Mr. Stephen S. F. Chen, deputy secretary-general to the President.
