The Committee

On June 19, 2024, President Lai Ching-te held a press conference marking his first month in office titled “Building Trust through Policy Initiatives: A New Taiwan for an Era of Innovation,” in which he announced the establishment of the Whole-of-Society Defense Resilience Committee and that he would personally take on the role of convener, with Vice President Bi-khim Hsiao, Secretary-General to the President Pan Men-an (潘孟安), and National Security Council Secretary-General Joseph Wu (吳釗燮) as deputy conveners. The committee includes representatives from government agencies, industry, and civil society groups, and experts, who will serve as its members and advisors.

The committee holds discussions in five key areas: civilian force training and utilization; strategic material preparation and critical supply distribution; energy and critical infrastructure operations and maintenance; social welfare, medical care, and evacuation facility readiness; and information, transportation, and financial network protection, with the aim of strengthening resilience in national defense, economic livelihoods, disaster prevention, and democracy. The committee’s goal is to build a stronger and more robust democratic society in which we safeguard national security and maintain regional peace and stability.
