Do Not Interpret the Central Government's Policy by Assumption Unconformable to the Constitutional System

Chapter IV of the Republic of China Constitution clearly defines the functions and powers of the President. Either in military affairs, foreign policy or cross-strait relations, or in other fundamental national policies, the President is endowed with integrated and indivisible functions and powers. Any directive or statement in relation with the above-said policies must absolutely correspond with the President's exercise of these powers. The recent circulation that there is the so-called "bad guy and good guy" approach to obscure policy connotations in the said areas is simply not true, nor does that approach conform to the Constitutional system. All agencies of the central government share this recognition as the Constitution provides. This office sincerely hopes that people will not interpret the central government's policy by assumption which is unconformable to the Constitutional system.
