President Chen Attends the Celebrations Marking the Examination Yuan President and Committees' Inauguration Anniversary
2003-09-01

Taipei, Sept. 1 (CNA) President Chen Shui-bian lauded Monday the job done by the Examination Yuan under the leadership of its president, Yao Chiao-wen.

Delivering a speech to the personnel of the Examination Yuan, which recruits government employees and ranks their performances, the president lauded the many vital bills the Examination Yuan has enacted in conjunction with the Legislative Yuan and the many on-the-job training programs set up by the Examination Yuan to improve the capability of officials in the last year.

Notable among them is a law that protects government employees from losing their jobs as a result of power transfers.

He lauded the reforms in tests and other devices employed by the Examination Yuan to choose the most suitable government personnel, saying they have sharpened the country's competitiveness.

The president also made a strong pitch for a bill crafted recently by the Examination Yuan to ensure that government employees will not fear or favor any political parties while discharging their functions.

The bill, if approved by the Legislative Yuan, will forbid government employees from "serving two masters" by working for any political party concurrently.

He did not forget to extend a personal greeting to Yao, who was sworn in one year to the day after being appointed by the president and approved by the Legislative Yuan.
