President Chen Attends the Ground-breaking Ceremony for the Founding of National Pingpei High School

Taipei, Sept. 14 (CNA) President Chen Shui-bian reassured the nation Sunday that the government will not implement the 12-year compulsory education program in haste, saying that "haste makes waste."

Although extending the current nine-year compulsory education to 12 years is one of the three ultimate goals of the administration's education policy, the program will not be implemented rashly without sufficient preparations and sound planning, Chen said.

The 12-year compulsory education program is not expected to be implemented within three years since thorough discussion and review are required before relevant, detailed planning and measures are hammered out, he added.

The president made the remarks while in the southern county of Pingtung to preside over a ground-breaking ceremony for the founding of National Pingpei High School.
