"President Chen Shui-bian has never sent any secret envoys to China to meet high-ranking Chinese officials," the Department of Public Affairs under the Office of the President firmly clarified.
The clarification is directed to the media's reports, attributed to Su Chi, a legislator of the Kuomintang (KMT) and former chairman of the Mainland Affairs Council, who told the press that President Chen had sent secret envoys to China in late 2005. "The reports are nonsensical and groundless," said the Department of Public Affairs.
