In response to Legislator Chiu Yi's allegations on his involvement in money laundering, taking bribes, and President Chen's gun shot on March 19, 2004, Deputy Secretary-General to the President Ma Yung-chen sharply denounced the charges as untrue and malicious.
According to the Department of Public Affairs of the Office of the President, the deputy secretary-general said if there were any evidence attesting to the allegations, he would resign from the current position and take the responsibility; however, if Chiu is only taking advantage of his speech immunity and not able to prove the allegations, he shall be held responsible legally and politically.
