On April 28, President Chen Shui-bian visited and encouraged the mentally and physically challenged children in the Victory Home in Pingtung County.
The Victory Home was launched by some Norwegian priests and medial personnel who came to Pingtung more than forty years ago when there was the prevalence of tuberculosis, leprosy, and polio. Since these priests and medical personnel introduced to Taiwan the first polio vaccines, the Victory Home and the Pingtung Christian Hospital have become Taiwan's center for post-polio rehabilitation and education.
During his visit to the Victory Home, the president inspected the facilities for rehabilitation and participated in these children's daily activities. To praise the efforts of the Home of Victory and of these children, the president encouraged them that "You are the master of your own lives, and in life you are a competitor as well as the winner with victory."
