During a meeting with the UK House of Commons Foreign Affairs Committee (FAC) members on May 17 at the Office of the President, President Chen Shui-bian said that the Taiwan government holds an open attitude toward the selection of Taiwan's constitutional system, be it presidential, cabinet, or dual-head.
The president also told his guests that in the meantime politically sensitive issues like the change of the sovereignty are unlikely to be adopted due to the high threshold of consent--approved by a three-fourths vote in the Legislature, and then supported by at least half of the eligible citizens in a national referendum.
Taiwan's constitution is a contract between the government and the people, the president emphasized to his guests, saying that no options should be excluded as long as they are by the consent of the people and not aimed at cross-strait unification as the ultimate goal.
This delegation was led by FAC Chairman Mike Gapes, and was accompanied by Taiwan's Vice Foreign Minister Chang Siao-yueh to visit the Office of the President.
