Vice President Vincent C. Siew and Mrs. Siew began their second day in Paraguay with a visit to the office of Paraguayan President Fernando Lugo in the morning of May 15. Vice President and Mrs. Siew went to President Lugo's office at 8:30 a.m. local time (May 14, 8:30 p.m. Taipei time) to present him a letter of congratulations from President Ma Ying-jeou. The vice president also extended his best wishes to President Lugo on behalf of President Ma. Other members of the ROC delegation, including Senior Advisor to the President Chan Chi-shean (詹啟賢) and Mrs. Chan, Minister of Foreign Affairs Timothy Chin-tien Yang (楊進添) and Mrs. Yang, and National Policy Advisor to the President Wang Lin-hui (王玲惠) accompanied Vice President and Mrs. Siew on the visit to meet with President Lugo.

After the meeting concluded, the vice president and the delegation headed to Asuncion Cathedral where they attended mass. Vice President Siew was seated in the first row, with Uraguayan President Tabaré Vázquez and Bolivian President Juan Evo Morales Ayma seated to his left, and Cuban Vice President Carlos Lage Dávila seated to his right. Mass lasted for about one hour, finishing at about 10 a.m. local time (May 14, 10:00 p.m. Taipei time).

Asuncion experienced showers throughout the morning, but they did not affect the review of the troops held along Asuncion's Mariscal López Avenue. Vice President Siew was invited to sit in the first row of the viewing platform and after the ceremonies attended a luncheon at the residence of President Lugo, where he interacted with heads of state and representatives from other delegations as everyone celebrated this important day in history for Paraguay.
