President Ma Ying-jeou convened a National Security Council meeting on the evening of May 11 to discuss an incident on May 9 in which a Philippine government vessel fired shots at a Taiwan fishing boat, the Guang Da Xing No. 28, resulting in the death of one ROC fisherman and serious damage to the fishing vessel. The president discussed the issue with senior government officials and during the meeting issued the following demands:
1. The ROC government demands that the government of the Philippines: issue a formal apology; provide compensation for the losses; promptly and thoroughly investigate the incident and severely punish those responsible for the killing; and initiate fishery agreement negotiations between the two countries as soon as possible.
2. The ROC government demands that the government of the Philippines provide a positive response within 72 hours of 12:01 a.m. on May 12. Otherwise, the ROC government will register its protest by: freezing the applications of Filipino laborers seeking to work in Taiwan; recalling the ROC's representative stationed in the Philippines; and requesting that the representative of the Philippines stationed in Taiwan return to the Philippines to help with the proper resolution of this incident.
Officials in attendance at the evening National Security Council meeting included Vice President Wu Den-yih, Secretary-General to the President Timothy Chin-Tien Yang (楊進添), National Security Council Secretary-General Jason C. Yuan (袁健生), Premier Jiang Yi-huah (江宜樺 ), Minister of Foreign Affairs David Y. L. Lin (林永樂), Minister of National Defense Kao Hua-chu (高華柱), Minister of Transportation and Communications Yeh Kuang-Shih (葉匡時), Minister of Justice Tseng Yung-Fu (曾勇夫), Minister of Economic Affairs Chia-Juch Chang (張家祝), Minister of the Coast Guard Wang Ginn-Wang (王進旺), Minister of Labor Affairs Pan Shih-Wei (潘世偉), and Minister of Agriculture Bao-ji Chen (陳保基).
