Taipei, June 23 (CNA) President Chen Shui-bian told graduates of the Central Police University to uphold "human rights, the rule of law, professionalism" Sunday.
Speaking at the commencement, President Chen said the law-enforcement officers cannot afford to forget to protect human rights in upholding the rule of law to the best of their professional capability. "I wish all of you will always keep in mind human rights, the rule of law, professionalism," the president reminded the graduates.
To uphold the rule of law, the president said, is to safeguard human rights.
He reminded the graduates of the university that wherever there is power there is responsibility. "The more the power one has," he pointed out,"the heavier the responsibility one bears."
People subject themselves to the rule of law because they believe law embodies justice and ensures its prevailing at last, President Chen said. Police, as law enforcers, should try to encourage this belief, he added. "An ounce of prevention is worth a pound of cure," the president said, urging the police to place emphasis on precautionary measures rather than criminal investigation.
Chen encouraged the police to work with their foreign counterparts to fight crimes across the world.
