Taipei, Jan. 29 (CNA) President Chen Shui-bian attended the inaugural ceremony for the new Examination Yuan building.
Chen recognized the Examination Yuan's efforts to improve the working conditions for its staff by renovating its office building despite a limited budget. The president also encouraged the Examination Yuan staff to further refine the country's civil service system to facilitate recruitment of competent people to serve the public.
Noting that civil servants are the driving force behind the implementation of national policies and various public construction projects, Chen said the Examination Yuan should craft a civil service system that emphasizes new thinking and conceptual reform, and can inspire the morale and development potential of its workers.
In the new century, Chen said, international competition will become even more intense. "Various government agencies should endeavor to upgrade operational efficiency and strengthen coordination and cooperation among themselves, in order to sharpen our national competitiveness in the global community," the president suggested.
He went on to encourage Examination Yuan staff to map out measures to help all public functionaries cultivate a new image of integrity, innovation, efficiency, diligence and devotion.
