President Tsai and Haitian President Jovenel Moïse sign joint communiqué

On the afternoon of May 29 President Tsai Ing-wen and Haitian President Jovenel Moïse signed a joint communiqué reaffirming their desire to enhance cooperation in all areas to benefit people in both countries and deepen bilateral friendship.

The following is a translation of the full text of the joint communiqué:

At the invitation of Her Excellency Tsai Ing-wen, President of the Republic of China (Taiwan), His Excellency Jovenel Moïse, President of the Republic of Haiti, is conducting a state visit to the Republic of China (Taiwan) from May 28 to June 1, 2018. His Excellency President Moïse, accompanied by First Lady Marie Étienne Martine Joseph Moïse, President of the Haitian Senate Joseph Lambert, President of the Lower House Gary Bodeau, Minister of Foreign Affairs Antonio Rodrigue, and other Haitian government officials, received a solemn and cordial welcome from the government of the Republic of China (Taiwan).

On the occasion of this visit, Her Excellency President Tsai Ing-wen and His Excellency President Jovenel Moïse exchanged wide-ranging views on both regional and international issues of mutual concern. The two Heads of State reached consensus regarding the following matters:

1. The President of the Republic of China (Taiwan) and the President of the Republic of Haiti praised the excellent existing relationship between the two countries, particularly the dynamism of bilateral cooperation in the fields of infrastructure, energy, agriculture, environment, education, and investment promotion. The two Heads of State also reaffirmed their intent to enhance cooperation in all areas to benefit people in both countries and deepen bilateral friendship.

2. The President of the Republic of Haiti thanked the President and the people of the Republic of China (Taiwan) for their long-standing support for Haiti's national development, and particularly praised the support of the President of the Republic of China (Taiwan) in initiating infrastructure projects that will promote economic growth and create job opportunities in Haiti.

3. The President of the Republic of China (Taiwan) reaffirmed her government's support for the President of the Republic of Haiti's "Caravan of Change" strategy, and expressed intent to provide assistance based on mutual dialogue and understanding, including financing for large cooperative programs and programs in other areas of mutual benefit. 

4. The two Heads of State reached a consensus to establish a new partnership and a new alliance, and therefore agreed to set up a high-level working group. Drawing on the resources of a Haitian-Taiwanese, public-private partnership, the group will act within sixty days to jointly draw up a framework and new terms for cooperation for economic development, infrastructure, and foreign direct investment in Haiti.

5. The two Heads of State reaffirmed their commitment to democratic values and principles, and shared dedication to the ideals of freedom and the rule of law.

6. The two Heads of State discussed major current challenges, especially international trade liberalization, climate change, development financing, migration, reducing national and regional economic disparities, and achieving the United Nations Sustainable Development Goals, and pledged to take concrete action to make a contribution.

7. The President of the Republic of Haiti pledged to work to strengthen bilateral friendship and solidarity, and reaffirmed support for participation by the Republic of China (Taiwan) in the activities of international organizations such as the World Health Assembly, the United Nations Framework Convention on Climate Change, and the International Civil Aviation Organization. The President of the Republic of China (Taiwan) thanked the President of the Republic of Haiti for his long-standing support for Taiwan in international venues.

8. The two Heads of State will work together to promote the economic and commercial interests of their respective countries and explore business opportunities in all sectors to create win-win situations, and form a strategic bilateral alliance. The two Heads of State also welcome meaningful contact among business sector representatives in the two countries to promote two-way economic and commercial exchanges.

9. To show their mutual esteem and commend their respective contributions to enhancing bilateral relations, Her Excellency President Tsai Ing-wen decorated His Excellency President Jovenel Moïse with the Order of Brilliant Jade with Grand Cordon; His Excellency President Moïse decorated Her Excellency President Tsai with the National Order of Honour and Merit.

10. The President of the Republic of Haiti is grateful to the President of the Republic of China (Taiwan) for the warm hospitality afforded to His Excellency and his delegation.

Done in the Chinese and French languages, with both texts being equally authentic, in Taipei in the Republic of China (Taiwan) on the twenty-ninth day of the fifth month of the year two thousand and eighteen in the Gregorian calendar.

Among those present at the joint communiqué signing ceremony were Vice President Chen Chien-jen and Mrs. Chen, National Security Council Secretary-General David T. Lee (李大維), Minister of Foreign Affairs Joseph Wu (吳釗燮), Deputy Secretary-General to the President Liu Chien-sin (劉建忻), ROC Ambassador to Haiti Hu Cheng-hao (胡正浩), Haitian First Lady Martine Moïse, Senate President Lambert, Lower House President Bodeau, Foreign Minister Rodrigue, and Haitian Ambassador to the ROC Rachel Coupaud.
